<description> NOTA SOBRE RELAT&Oacute;RIO PRELIMINAR DO ACIDENTE DO VOO 447 DA AIR FRANCE (AFR 447)&lt;br&gt;&lt;br&gt;No dia 2 de julho de 2009, &amp;agrave;s 10h (hor&aacute;rio de Bras&iacute;lia), o Bureau D&amp;acute;Enqu&amp;ecirc;tes et D&amp;acute;Analises Pour la Securit&eacute; de I&amp;acute;Aviation Civile (BEA) divulgou o Relat&oacute;rio Preliminar sobre as investiga&amp;ccedil;&amp;otilde;es do acidente com o voo AFR 447, ocorrido no dia 31 de maio.
Com o objetivo de eliminar d&uacute;vidas sobre os procedimentos adotados pela autoridade aeron&aacute;utica brasileira em rela&amp;ccedil;&amp;atilde;o a essa ocorr&amp;ecirc;ncia, este Centro esclarece o seguinte:
- o Voo AFR 447, como a maioria dos voos regulares de avi&amp;otilde;es comerciais internacionais, utiliza um plano de voo denominado Plano de Voo Peri&oacute;dico, haja vista que o desempenho, a rota e os hor&aacute;rios das aeronaves s&amp;atilde;o normalmente os mesmos. Esses planos s&amp;atilde;o disponibilizados pelas respectivas companhias a&eacute;reas a todos os &oacute;rg&amp;atilde;os de controle de tr&aacute;fego a&eacute;reo encarregados do controle da aeronave na rota prevista para o voo, independentemente do pa&iacute;s a que pertencem. Esse procedimento foi seguido no caso do AFR 447.
- &amp;agrave;s 22h33 do dia 30 de maio, a tripula&amp;ccedil;&amp;atilde;o do AFR 447 fez o &uacute;ltimo contato r&aacute;dio com o &oacute;rg&amp;atilde;o de controle de tr&aacute;fego a&eacute;reo brasileiro, informando a hora estimada em que sobrevoaria as pr&oacute;ximas posi&amp;ccedil;&amp;otilde;es virtuais previstas na rota. Imediatamente depois, o &oacute;rg&amp;atilde;o de controle de tr&aacute;fego a&eacute;reo brasileiro (ACC ATL&amp;Acirc;NTICO) informou ao Centro de Controle de Dacar (ACC DAKAR) que o AFR 447 estaria na posi&amp;ccedil;&amp;atilde;o virtual TASIL &amp;agrave;s 23h20, haja vista que, a partir dessa posi&amp;ccedil;&amp;atilde;o, caberia a DAKAR o controle sobre a movimenta&amp;ccedil;&amp;atilde;o dessa aeronave rumo &amp;agrave; Fran&amp;ccedil;a. O ACC DAKAR confirmou o recebimento dessa informa&amp;ccedil;&amp;atilde;o.
- cabe salientar que, por meio de um acordo operacional entre os dois pa&iacute;ses (Brasil e Senegal), se uma aeronave entrar no espa&amp;ccedil;o a&eacute;reo de Dacar no hor&aacute;rio previsto, ou at&eacute; tr&amp;ecirc;s minutos depois desse hor&aacute;rio, n&amp;atilde;o se faz necess&aacute;ria qualquer comunica&amp;ccedil;&amp;atilde;o entre os &oacute;rg&amp;atilde;os de controle de tr&aacute;fego a&eacute;reo em quest&amp;atilde;o para formalizar a transfer&amp;ecirc;ncia desse v&amp;ocirc;o. Consequentemente, &amp;agrave;s 23h20 o controle sobre o AFR 447 passou, teoricamente, para o controle do ACC DAKAR, visto que n&amp;atilde;o houve qualquer questionamento daquele ACC sobre a aeronave.
- por se tratar de uma regi&amp;atilde;o onde o controle de tr&aacute;fego a&eacute;reo &eacute; realizado essencialmente por comunica&amp;ccedil;&amp;atilde;o, caberia ao ACC DAKAR conferir o ingresso da aeronave no seu espa&amp;ccedil;o a&eacute;reo, &amp;agrave;s 23h20, e alertar sobre eventuais problemas, como por exemplo a impossibilidade de contato r&aacute;dio com o AFR 447.
- no caso do AFR 447 n&amp;atilde;o houve, em momento algum, capta&amp;ccedil;&amp;atilde;o por sat&eacute;lites da transmiss&amp;atilde;o do sinal do equipamento de emerg&amp;ecirc;ncia (ELT) e, tamb&eacute;m, nenhuma aeronave sobrevoando a rota recebeu pedido de socorro por meio da frequ&amp;ecirc;ncia internacional de emerg&amp;ecirc;ncia (121,5MHz).
- somente &amp;agrave; 1h20 do dia 1&amp;ordm; de junho, o ACC DAKAR questionou o &oacute;rg&amp;atilde;o de controle de tr&aacute;fego a&eacute;reo brasileiro sobre a posi&amp;ccedil;&amp;atilde;o do AFR 447. Assim, &amp;agrave;s 2h20 o SALVAERO Recife iniciou as a&amp;ccedil;&amp;otilde;es necess&aacute;rias para o in&iacute;cio da opera&amp;ccedil;&amp;atilde;o a&eacute;rea para localizar a aeronave desaparecida, por meio dos procedimentos iniciais de busca de informa&amp;ccedil;&amp;otilde;es.
- em consequ&amp;ecirc;ncia, &amp;agrave;s 03h40 do dia 1&amp;ordm; de junho, o SALVAERO Recife acionou os meios da For&amp;ccedil;a A&eacute;rea Brasileira (FAB), sendo que o primeiro avi&amp;atilde;o, j&aacute; ao nascer do sol, encontrava-se em deslocamento para realizar as buscas visuais na rota sobrevoada pelo AFR 447.
Por fim, cabe destacar que toda a grava&amp;ccedil;&amp;atilde;o da fraseologia relacionada ao V&amp;ocirc;o AFR 447 foi encaminhada ao BEA, sendo este um procedimento previsto e que faz parte da coleta de dados necess&aacute;ria &amp;agrave; an&aacute;lise da din&amp;acirc;mica do voo.

<description>T&Eacute;RMINO DAS BUSCAS DO VOO 447 DA AIR FRANCE&lt;br&gt;&lt;br&gt;O Comando da Marinha e o Comando da Aeron&aacute;utica informam que, ao final do dia de hoje, 26 de junho, foi oficialmente dada por encerrada a maior e mais complexa Opera&ccedil;&atilde;o de Busca e Resgate j&aacute; realizada pelas for&ccedil;as armadas brasileiras em &aacute;rea mar&iacute;tima, tanto no aspecto dura&ccedil;&atilde;o quanto na magnitude de meios empregados.&lt;br&gt;&lt;br&gt;Nesses 26 dias de buscas aos passageiros e tripulantes do voo Air France 447, que desapareceu quando voava na rota Rio de Janeiro (RJ) – Paris (Fran&ccedil;a), na noite de 31 de maio de 2009, foram resgatados 51 corpos e mais de 600 partes e componentes estruturais da aeronave, al&eacute;m de bagagens diversas.&lt;br&gt;&lt;br&gt;A raz&atilde;o t&eacute;cnica que determinou o t&eacute;rmino das buscas &eacute; a impraticabilidade de se avistarem sobreviventes ou corpos, objetivo primordial da Opera&ccedil;&atilde;o, j&aacute; decorridos 26 dias do acidente. Do dia 12 de junho ao dia 26, per&iacute;odo de 15 dias, apenas dois corpos foram resgatados, sendo o &uacute;ltimo no dia 17. Nos &uacute;ltimos nove dias, nenhum corpo ou despojo foi avistado.&lt;br&gt;&lt;br&gt;Os 51 corpos resgatados foram entregues &agrave; Policia Federal e &agrave; Secretaria de Defesa Social de Pernambuco para os trabalhos de identifica&ccedil;&atilde;o. Os destro&ccedil;os da aeronave e as bagagens recolhidas foram entregues ao Bureau D&acute;Enqu&ecirc;tes et D&acute;Analises Pour la Securit&eacute; de I&acute;Aviation Civile (BEA). A investiga&ccedil;&atilde;o sobre os fatores que contribu&iacute;ram para o acidente tamb&eacute;m &eacute; de responsabilidade do BEA e conta com o apoio do setor correspondente no Brasil, o Centro de Investiga&ccedil;&atilde;o e Preven&ccedil;&atilde;o de Acidentes Aeron&aacute;uticos (CENIPA).&lt;br&gt;&lt;br&gt;Em 26 dias de opera&ccedil;&atilde;o continuada sob responsabilidade do Brasil, em atendimento a compromissos internacionais de busca e salvamento, a For&ccedil;a A&eacute;rea Brasileira utilizou 12 aeronaves e contou com o apoio de avi&otilde;es da Fran&ccedil;a, dos EUA e da Espanha. A Marinha do Brasil atuou com 11 navios em revezamento na &aacute;rea de buscas, totalizando cerca de 35 mil milhas navegadas, aproximadamente oito vezes a extens&atilde;o da costa brasileira.&lt;br&gt;&lt;br&gt;Foram voadas cerca de 1500 horas, tendo sido realizadas buscas visuais numa &aacute;rea correspondente a 350 mil quil&ocirc;metros quadrados, mais de tr&ecirc;s vezes a dimens&atilde;o do estado de Pernambuco. This data is put into the SARMASTER computer program, that aids the identification of new search area to be covered. The designated search area for today had more than 19 thousand square kilometers.&lt;br&gt;&lt;br&gt;The Frigate Bos&iacute;sio arrived near Fernando de Noronha with the six bodies located by the French Amphibious Assault ship Mistral. At 8:15am (Brasilia local time), a H-34 Super Puma helicopter landed in the archipelago with these bodies. At his moment the frigate is headed towards Natal (RN) for routine maintenance.&lt;br&gt;&lt;br&gt;Tomorrow, the 17th, the Dock Landing Ship Rio de Janeiro will position itself around 25 miles (49 kilometers) north of Fortaleza (CE), in order to receive two helicopters: a UH-14 Super Puma and a UH-12 Esquilo. These last three bodies are on board the Frigate Constitui&amp;ccedil;&amp;atilde;o of the Brazilian Navy.&lt;br&gt;&lt;br&gt;This morning, the transfer of 25 bodies that were aboard the Frigate Bos&iacute;sio to Fernando de Noronha, where they will undergo preliminary forensics registry, was concluded. This morning, a H-60 Blackhawk helicopter and a H-34 Super Puma, both from the Brazilian Air Force (FAB), took off to collect the first 16 bodies on board the frigate.&lt;br&gt;&lt;br&gt;After they are released in Fernando de Noronha, the initial forensics tasks completed by the Federal Police, the bodies will be transported to Recife on a C-130 aircraft of the Brazilian Air Force. Until this moment, 16 bodies have been rescued from the search area, and not 17 as was previously announced. The Frigate Ventose of the French Navy, retrieved seven and not eight bodies as was informed before to the Search Coordination.&lt;br&gt;&lt;br&gt;The Frigate Constitui&amp;ccedil;&amp;atilde;o should be arriving in the vicinity of the Fernando de Noronha Archipelago on the morning of Tuesday, June 9th, transporting all 16 bodies rescued until now.&lt;br&gt;&lt;br&gt;The seven bodies on board the Frigate Ventose, of the French Navy, were transferred to the brazilian ship, without compromising significantly the arrival estimate. Once in Fernando de Noronha, these bodies will receive the initial preparation and registry in order to be transported by airplane to Recife in Pernambuco state.&lt;br&gt;&lt;br&gt;The search and rescue operation continues without interruptions, and is concentrated in the area where the bodies were located. In parallel to these actions, the R-99 aircraft continues with electronic scanning missions in order to identify other clusters of wreckage.&lt;br&gt;&lt;br&gt;The meteorological conditions are not hampering the search and rescue operations at this moment, yet there are areas of instability nearby the Fernando de Noronha Archipelago.&lt;br&gt;&lt;br&gt;Currently the Operation counts with 14 aircraft, 12 of which are from the Brazilian Air Force and two are from France. Of these nine bodies on the Brazilian ship, four are male and four are of the female gender, with one body whose gender has not yet been identified. These bodies should be arriving in Fernando de Noronha on Tuesday.&lt;br&gt;&lt;br&gt;During the afternoon, another eight bodies were rescued by the Frigate Ventose of the French Navy, that is in the search area.&lt;br&gt;&lt;br&gt;It should be stressed that in Fernando de Noronha, only the initial preparation of the bodies will be conducted. The identification of the bodies of passengers and crew of the flight AF 447 encountered will be processed through a joint effort of the experts of the Pernambuco Police and the Federal Police. The tests by the forensic medical examiner and the final release of the bodies will happen through IML (Legal Medical Institute) in Recife, while the Federal Police will help out with the genetic exams and fingerprint comparison.&lt;br&gt;&lt;br&gt;During the next days, the search for bodies will continue simultaneous to the rescue of various components of the aircraft already located. The six ships involved in the Operation will continue to retrieve material in the search area. A Hercules C-130 was directed to the location and confirmed visually the presence of objects in the water. Soon after, at 08h14, the Corvette Caboclo rescued from the location a blue seat and moments afterwards found two bodies and various airplane parts. These bodies were transferred to the Frigate Constitui&amp;ccedil;&amp;atilde;o.&lt;br&gt;&lt;br&gt;At 11h39, the R-99 of the Brazilian Air Force (FAB) lifted off from Fernando de Noronha to continue the electronic scanning and detected, during the afternoon, several objects to the west of the area where the bodies were retrieved. As arranged, visual search aircraft took off soon after to check out these contacts. Around 16h00 a FAB C-130 sighted other locations with possible AF 447 debris.&lt;br&gt;&lt;br&gt;The search will continue at the same time that various already located aircraft components are salvaged. The Corvette Caboclo and the Patrol Ship Graja&uacute; will continue to retrieve material from the ocean this night. Furthermore, the aircraft will continue the same planning adopted on the previous days, prioritizing the search and only afterwards the salvage of wreckage. The two bodies already are on their way to Fernando de Noronha on board the Frigate Constitui&amp;ccedil;&amp;atilde;o.&lt;br&gt;&lt;br&gt;Its important to emphasize that Fernando de Noronha will only be a logistical stopover to allow for air transport from there on to Recife on the mainland, where the identification of the bodies will be carried out by IML-Recife (Legal Medical Institute) in the state of Pernambuco. Still in flight the crew of the R-99 informs the location and requests the presence of the C-130 (2466) of the Brazilian Air Force and the Corvette Caboclo - the Brazilian Navy ship closest to the location.&lt;br&gt;&lt;br&gt;08h07 - the C-130 confirms visually the existence of wreckage in the area.&lt;br&gt;&lt;br&gt;08h14 &amp;ndash; The Corvette Caboclo arrives at the location and salvages a blue seat with the series number 23701103B331-0 (still unconfirmed by AIR FRANCE as belonging to flight AF 447)&lt;br&gt;&lt;br&gt;09h10 - The Corvette spots the first body, in the same area.&lt;br&gt;&lt;br&gt;09h30 - The body is taken in by the Corvette crew and identified as being of the male gender.&lt;br&gt;&lt;br&gt;09h50 - A backpack with a vaccination card is rescued&lt;br&gt;&lt;br&gt;10h18 - A leather business case with an AIR FRANCE flight ticket is rescued.&lt;br&gt;&lt;br&gt;11h13 - A second body, also of the male gender is found and taken in by the Navy, in the same search area.&lt;br&gt;&lt;br&gt;Further explanations will be presented during the day&lt;br&gt;&lt;br&gt;NAVAL SOCIAL COMMUNICATION CENTER&lt;br&gt;AERONAUTICAL SOCIAL COMMUNICATION CENTER&lt;br&gt;&lt;br&gt;&lt;br&gt;PRESS RELEASE 14&lt;br&gt;&lt;br&gt;AIR FRANCE FLIGHT 447 SEARCH REPORT&lt;br&gt;&lt;br&gt;In order to avoid misinterpretations upon the release of facts related to the search of the Air France A-330 aircraft, the Brazilian Naval Command and Aeronautical Command decided that, henceforth, sightings in the search area will only be disclosed after positively identified as debris from the AF 447 flight. This identification will only be possible after salvage of the debris and confirmation with the airline.&lt;br&gt;&lt;br&gt;The Brazilian Navy will receive a reinforcement of two more ships &amp;ndash; the Frigate Bos&iacute;sio that arrives on the 7th and the Tanker Gast&amp;atilde;o Motta, which joins the search on the following day. This friday, the french aircraft Atlantic Rescue D joined the group of aircraft engaged in the search effort.&lt;br&gt;&lt;br&gt;In the search area, the aeronautical meteorology service has forecast isolated showers and thunderstorms, with 1.8 meter waves. Visibility during precipitation is reduced to 4 thousand meters.&lt;br&gt;&lt;br&gt;The search Command received the visit of 10 relatives of the victims of flight AF 447 so that they might be informed of the details of the search operations. de Fernando de Noronha. N&amp;atilde;o foram avistados corpos. O Navio de
Desembarque-Doca Rio de Janeiro foi informado da localiza&amp;ccedil;&amp;atilde;o desses
materiais.
Chegou ao Porto do Recife, &amp;agrave; 11h15,
o Navio-Tanque Almirante Gast&amp;atilde;o Motta trazendo o &uacute;ltimo corpo
encontrado e despojos, al&eacute;m de pequena quantidade de destro&amp;ccedil;os e
bagagens. O corpo e os despojos foram entregues a representantes da
Pol&iacute;cia Federal e do Instituto M&eacute;dico Legal de Pernambuco (IML). O
material recolhido ficar&aacute; &amp;agrave; disposi&amp;ccedil;&amp;atilde;o do Bureau D&amp;acute;Enqu&amp;ecirc;tes et
D&amp;acute;Analises Pour la Securit&eacute; de I&amp;acute;Aviation Civile (BEA). 
Completadas tr&amp;ecirc;s semanas de
Opera&amp;ccedil;&amp;atilde;o, as aeronaves voaram cerca de 1.350 horas, tendo sido
realizadas buscas visuais em 320.000 quil&amp;ocirc;metros quadrados,
correspondente a mais de duas vezes a dimens&amp;atilde;o do estado do Cear&aacute;. 
N&amp;atilde;o houve altera&amp;ccedil;&amp;atilde;o na quantidade de
navios envolvidos nas buscas, por&eacute;m o efetivo de militares da Marinha
subiu para 885, aumentando para 1.100 o n&uacute;mero de envolvidos na
opera&amp;ccedil;&amp;atilde;o. A conduta adotada para os trabalhos permanece sem altera&amp;ccedil;&amp;atilde;o

Em nota divulgada no in&iacute;cio da noite de hoje, a Pol&iacute;cia Federal e a
Secretaria de Defesa Social de Pernambuco confirmaram que os despojos
entregues no dia 23 de junho tratam-se de um corpo. Com isso, o n&uacute;mero
de corpos resgatados aumenta de 50 para 51.&lt;br&gt;

continua&ccedil;&atilde;o aos trabalhos realizados pela For&ccedil;a Tarefa – composta pela
Secretaria de Defesa Social de Pernambuco e Pol&iacute;cia Federal &eacute;
confirmada a identifica&ccedil;&atilde;o de mais tr&ecirc;s corpos, at&eacute; o momento. Os
m&eacute;dicos legistas que comp&otilde;em a For&ccedil;a Tarefa em Pernambuco reconheceram
que todos os tr&ecirc;s corpos s&atilde;o de estrangeiros, sendo: dois do sexo
masculino e um do sexo feminino. &lt;/em&gt;
&lt;em&gt;De
acordo com a For&ccedil;a Tarefa um dos fragmentos trazidos ao IML/PE no dia
23/06 (ter&ccedil;a-feira) se trata de um segmento de corpo humano subindo de
50 para 51 o n&uacute;mero de vitimas do desastre do v&ocirc;o 447. As embaixadas
dos pa&iacute;ses de origem das v&iacute;timas j&aacute; foram comunicadas, conforme acordo
estabelecido pelo governo brasileiro pela For&ccedil;a Tarefa e a pedido das
embaixadas a nacionalidade das v&iacute;timas n&atilde;o ser&atilde;o divulgadas atendendo a
pedido dos familiares. As v&iacute;timas foram identificadas pela&lt;br&gt;
For&ccedil;a Tarefa a partir de exames odontol&oacute;gicos.&lt;br&gt;

Do total de 51 corpos que se encontram no IMLPE, j&aacute; foram divulgadas as
identifica&ccedil;&otilde;es de 14. A For&ccedil;a Tarefa continua trabalhando

tendo havido apenas visualiza&amp;ccedil;&amp;atilde;o de material diverso, de forma esparsa
e em pequena quantidade.&lt;br&gt;

O SALVAERO RECIFE recebeu hoje mensagem do Centre de Coordination de
Sauvetage (CCS DAKAR/Senegal) informando sobre a suspens&amp;atilde;o em
definitivo das atividades a&eacute;reas de busca sob coordena&amp;ccedil;&amp;atilde;o daquele pa&iacute;s.

&lt;br&gt;
O documento tamb&eacute;m destaca a ajuda prestada pelo Brasil, apoio esse
fundamental para a comunidade internacional de busca e resgate.&lt;br&gt;
